Description:

The UTRCA is seeking to initiate work on the implementation of the preferred alternative of the Class EA. The implementation is anticipated to require additional studies and testing to inform the detailed design. The work for the detailed design stage is expected to begin in the year 2027; and, it is not part of the scope for this project.

Additional study requirements are needed to be reviewed or initiated to inform the detailed design. These may include, but are not limited to: locating and assessing shallow water wells, hydrologic review, sediment sampling, environmental screening, aquatic species review, mussel surveys, and bird surveys (see Embro Dam Class Environmental Assessment).

As part of the current scope, the following studies are required:

  • Location and assessment of shallow wells that maybe affected by the implementation of the preferred alternative. Mitigation measures needed due to implementation of the preferred alternative will be determined during the detailed design stage.
  • Hydrologic study review / update to quantify design flows for the study area. The modeling data for the HEC-HMS model is available and shared in the available information. UTRCA also has a rough, not peer reviewed, HEC-RAS model for the Youngsville Drain, that can be provided if required. The topographical data in the model was most recently updated in 2017. The riverbed was most recently surveyed in 2022.
  • Sediment sampling to evaluate the sediment disposal options.
  • Determination of the composition of native material underneath pond sediment to determine suitability for creek substrate.

Additionally, an update of the environmental screening and review of aquatic species will be required, to determine appropriate environmental mitigation measures. This could include fish, mussel, turtles, amphibians, crayfish and bird species (see section 8.1, Embro Dam Class Environmental Section). A review of the supplemental data, for aquatic species and breeding birds, from the surveys completed by the UTRCA staff during spring of 2026, will be required. The supplemental information should be incorporated within the screening work. Please note that the consultant will be responsible for reviewing and verifying the data to determine its suitability for use within the project.
